Pools initially were formed as a temporary solution for an insurance crisis. Over time, members have seen the benefits of pooling risk, leading to a more permanent solution relied upon by thousands of public entities across the country. To maintain their long-term financial viability, pools need to use financial metrics consistent with their long-term funding objectives. We will explore the various stages that pools move through while managing this transition from a temporary solution to a long-term viable alternative to the insurance market. After reviewing historical background, the pros and cons of common financial metrics used by pools to gauge their financial health will be examined. Examples will be used to illustrate how pools are increasingly using more sophisticated techniques to monitor their long-term viability and guide their risk and capital decisions.
